The Philippines' skills development ecosystem modernized

  • Q3 2025:

    Three onboarded national experts submitted inception reports and began developing new Competency Standards (CS) and Training Regulations (TR) for Mechatronics and Industry Automation, Farm Automation and Mechanization, and Warehousing and Logistics.

  • Q3 2025:

    A three-day National Industry Consultation Workshop was conducted in September to identify new competency requirements and courses.

  • Q2 2025:

    Onboarded a consultant to review and update profiling instruments for career guidance, with the inception report presented in June.

  • Q1 2025:

    Submitted the Career Guidance and Counseling Strategy, which includes an aligned framework and suggestions to address system bottlenecks.

  • 2024:

    Nine TESDA TVET trainers participated in a five-month International TVET Trainers Apprenticeship Program in Indonesia.

  • 2024:

    Established the Curriculum Review Committee to assess existing training regulations for NC levels 1 to 5 to integrate innovation programs.

  • May 2024:

    Launched the use of the TESDA Online Program (TOP) module "Working in a Gender-Diverse Environment," with over 1,700 completers by year-end.

  • 2023:

    Completed the collection and sorting of data regarding TVET program offerings in Senior High Schools and Technical Vocational Institutions to identify duplication.

Output 2

Technical and vocational education and training made more demand-driven and industry-led

  • Q3 2025:

    Achieved 88% completion of Institutional Development Plans (IDPs), with 15 out of 17 plans approved.

  • Q3 2025:

    Forged 7 Memoranda of Understanding (MoUs) between Regional Directors and Industry Associations/Employers during the National Industry Consultation Workshop.

  • Q1 2025:

    Developed the Industry Engagement Strategy and held brainstorming sessions with the National Industry Association on Mechatronics.

  • 2024:

    Conducted Industry Consultations across 14 of the 17 target RTIC beneficiaries to ensure curricula align with industrial needs.

  • July 2024:

    Successfully held the Workshop on Finalization of Institutional Development Plans for all 17 RTIC beneficiaries.

  • December 2023:

    Conducted the Strategic Planning and Preparation Program to provide strategic direction for the 17 selected RTICs.

Output 3

Selected technology institutions upgraded and modernized into industry-responsive innovation centers

  • Q3 2025:

    Awarded the contract for RTIC-NCR (Mechatronics, robotics, and precision engineering), bringing the total to six awarded RTICs (35% of target).

  • Q3 2025:

    Reached construction milestones at RTIC-Tuguegarao (26.99%) and RTIC-GenSan (16.17%).

  • Q2 2025:

    Awarded the civil works contract for RTIC-Iloilo (Metals and Engineering) in June.

  • Q1 2025:

    Awarded three civil works contracts for RTIC-Tuguegarao, RTIC-Tagoloan, and RTIC-Tacloban.

  • December 2024:

    Issued the Notice to Proceed for the first civil works project, RTIC-General Santos City, following contract signing on December 19.

  • August 2024:

    Received ADB's No Objection Letter for the Master Bidding Documents for the design and build of civil works for Batches 1 and 2.

  • June 2023:

    Completed initial design briefs, concepts, and schematic designs for the first batch of TTI civil works.

Output 4

TESDA's institutional capacity strengthened

  • Q3 2025:

    Conducted major capacity-building workshops on ADB Procurement, Gender and Safeguard compliance, and M&E/Data Management.

  • Q2 2025:

    Completed the second batch of Financial Management Training, bringing the total trained personnel to 97.

  • Q1 2025:

    Submitted critical project frameworks, including the M&E framework, Change Management Strategy, and Gender Mainstreaming Strategy.

  • October 2024:

    Received ADB approval and acceptance of the Project Financial Management Manual.

  • April 2024:

    Engaged a Financial Management Specialist (April 2) and a Procurement and Contract Management Specialist (April 22).

  • December 2023:

    Formally created the SIPTVETS Fund 102 account to maintain separate financial records for loan proceeds and government counterparts.

  • January 2023:

    Established the SIPTVETS Project Management Unit (PMU) through TESDA Order No. 065.
